Project Duration: 06/2020 – 03/2022

Objective: GIS Implementation for SCG and BGC and transformation of current CAD mapping process into a comprehensive enterprise GIS platform of System of Record. Digital transformation of many operational and gas compliance functions leveraging the integrated enterprise GIS System of Engagement.

This project for SCG and BGC will implement Esri Enterprise GIS and the Utility Network while leveraging existing investments in infrastructure and SAP, Esri ArcGIS, and Schneider Electric ArcFM through two phases. AVANGRID would like to build a complete distribution level gas network from gate stations to meters that accurately captures spatial and connectivity properties of mains, services and gas apparatuses, critical attribution that support Gas Compliance and Preventive Maintenance Programs, and effective emergency response. The new data model created in this project will be the template for standardizing all AVANGRID gas companies in the future.

Phase 1 of the AVANGRID project is underway and includes standing up and configuring enterprise GIS environments to support ArcGIS Pro and Utility Network UPDM 2020. The main goal for Phase 1 is to convert, consolidate and conflate Gas data from various legacy sources into one comprehensive UPDM model. As part of this Phase, UDC will implement editing tools and as-built workflows to support efficient data maintenance in the new system. Map publishing, mobile GIS and web services functionalities will also roll out as part of the GIS go-live.

Phase 2 of the project will focus on compliance, operations and emergency response functional requirements such as Leak Survey, CP Survey, and gas outage management. The new platforms will provide integration with Synergi (stoner model) SAP and current CP System applications. UDC will recommend and implement analytical tools to support DIMP compliance to meet regulatory reporting. This will include development of various dashboards to support decision making for Integrity and Risk management of the gas system. Lastly, UDC will provide roadmaps for future Graphic Work Design, integration with SAP PM and SCADA and SAP HANA.

AVANGRID’s modern GIS infrastructure at SCG and BGC will serve as the basis to support the following key business areas and their goals:

Gas Operations: Enhance compliance, increase accuracy, support digital field inspections, increase level of visualization and support regulatory obligations

Emergency Planning/Outage Management: optimize emergency response times

Distribution Integrity Management Program (DIMP) Federal Compliance: increase ability to plan/prioritize repair and replacement work to comply with DIMP regulatory reporting requirements

Cast Iron/ Bare Steel Replacement: accelerate efforts to abandon pipe to reduce system safety risks

New Business Expansion: focus on making clean energy more publicly available

GIS Integration: long term plan to operate under one GIS technology
