Objective: Esri Network Information Management Implementation
Enbridge Gas Ohio (Enbridge) has successfully implemented the Esri Network Information Management solution for its gas transmission and distribution assets, moving from Smallworld GIS to the ArcGIS Utility Network model. This project followed the design phase work completed in 2021 by Dominion Energy Ohio (now Enbridge Gas Ohio) in collaboration with UDC. The new system went live in production in February 2025.
Enbridge previously worked with UDC on an initiative to migrate its gas assets in Utah, Wyoming, and Idaho, which went live in the summer of 2024. For the Ohio migration initiative, the Enbridge IT, GIS, and Integrity teams worked closely with UDC to implement ArcGIS Utility Network and ArcGIS Pipeline Referencing (APR) and to rebuild the integrations with the new model.
Enbridge Gas Goals
Enbridge aims to standardize its Enterprise GIS on the Network Information Management System. For the Ohio service area, the specific goals related to the Utility Network migration include enhancing mapping capabilities and GIS data maintenance tools, enabling access for web and mobile users, streamlining business processes, improving support for Distribution Integrity Management Program (DIMP) reporting and inspections, enhancing data quality, creating building studies, and improving workflows that support Public Utility Commission (PUC) audits.
UDC’s Role
For this initiative, the gas datasets were moved to the Esri platform using UDC’s auto-migration tool, HEIDE, and toolkit for ArcGIS Pro. UDC additionally rebuilt the legacy integrations to connect Enbridge’s existing systems to the Utility Network, including SAP, Synergi, Landbase, ArcFM, Oracle Spatial, and the utility’s homegrown compliance system. Custom GIS applications were designed and implemented to further support Enbridge’s compliance requirements.
In conjunction with the implementation and integration of APR with the Utility Network, UDC developed APR scripts to provide linear referencing for Enbridge’s data. These scripts enable the mapping department to utilize the migrated data to create routes, apply event behaviors, derive event measures, and update measures from the Linear Referencing System (LRS).
