Project Highlights
Project Duration: 03/2025 – 04/2026
Objective: Network Information Management Discovery
UDC is excited to support International Transmission Company (ITC) in the first phase of its technology modernization initiative. This discovery phase is focused on exploring the data and business requirements for transferring the company’s fiber and electric transmission data from the geometric network to the ArcGIS Utility Network data model.
The project encompasses several key tasks around system architecture, software development, requirements gathering, application development and configuration, and testing. Additionally, this effort includes the installation and configuration of ArcFM Fiber Manager XI as well as the creation of an implementation plan for the software’s full deployment. This will be the industry’s first large-scale implementation of Fiber Manager XI once ITC is fully deployed.
UDC is working closely with ITC’s IT and Business teams on these initiatives.

Project Goals
ITC is embarking on a multi-phase initiative to modernize its technology and reporting procedures on the Network Information Management System and Utility Network model. The move will enhance visibility, streamline reporting capabilities, increase data accessibility, and extend functionality throughout the organization.
This initial discovery project is mapping the foundation for a Network Management Information System that ITC can build on for future commodities. The utility is gaining valuable insights and a high-level overview of what a full Utility Network implementation will entail for its fiber and electric transmission assets.
UDC’s Role
UDC is working closely with ITC stakeholders, experts, and technical teams to review major business processes, current workflows, data, and GIS infrastructure and solutions in order to capture the utility’s future requirements in the new system. Workshops are being conducted for each integrated system to understand the business and data flows between systems, the integration patterns, and the interfaces and payloads that move to and from the GIS.
UDC is additionally installing and configuring two fiber system applications for ArcFM Fiber Manager XI and is assisting ITC with the implementation of ArcGIS Monitor functionality, which enables ITC system administrators to effectively monitor system issues and manage the GIS infrastructure. Esri’s ArcGIS Monitor provides system metrics on the health, performance, and usage of the enterprise GIS.
Finally, UDC is performing a pre-migration of ITC’s fiber data using its in-house auto-migration tools and is supporting the utility during the final deployment. After the implementation, UDC will provide support for a period of 30 days.
