UN Data Assessment Program: Scope of Work

Data Assessment Program solution scope

The Data Assessment Program timeline usually averages 2–4 months, dependent on the size of your utility, the number of commodities, and levels included in the assessment. There are five phases involved in evaluating the readiness of your current state data for the Utility Network.

Phase One: Preliminary Data Assessment

During this first phase, UDC would complete a Utility Network Readiness Questionnaire with you based on your current technology landscape. Following this, we would conduct a workshop with your team to review and determine the level of your migration effort as well as define your functionality goals for your Utility Network implementation.

Phase Two: Data Review and Planning

To evaluate the current state of your source data, we would apply our data assessment tools, including HEIDE QA/QC, Esri’s Data Reviewer, and Laurel Hill, as well as conduct test conversions using your data. Analyzing this data, UDC would then begin a data health check assessment, defining your data readiness for the Utility Network. Following the data review, UDC would create a baseline scoring for your migration and begin to formulate a detailed plan for your full conversion.

Phase Three: Initial Mapping and Analysis

UDC would identify and confirm your GIS data sources, object classes, and attributes that would be migrated to the Utility Network. Using these identified sources and our HEIDE tool, we would perform an analysis of each of your commodity’s GIS source data to determine suitability for the core Utility Network model. HEIDE would then be leveraged to perform an analysis to identify any irregularities in your data sets that are not compatible with the Utility Network’s requirements.

Phase Four: Loading Your Data into ArcGIS Pro

During this phase, UDC would load your GIS source data into ArcGIS Pro and enable the Utility Network, providing you with a first look at your data in the Utility Network model. We would then investigate the data irregularities identified in Phase Three and finalize our recommendations and suggested courses of action for mitigation.

Phase Five: Post-Data Assessment Analysis

Using the data assessment results, UDC would provide an Executive Summary Presentation as well as create documentation for your Data Health Report, Data Remediation Plan, and Preliminary Utility Network Data – enabling your utility to proactively work with your own data in the Utility Network and ArcGIS Pro. We would then collaborate with you to create post-analysis goals for readying your data for migration to the Utility Network.
